1. Management for Delivery of Business District Services: Business District Manager
   • manages maintenance program and security program; oversees personnel
   • provides promotional and marketing services
   • provides liaison with stakeholders/owners, City, College, State regarding mutual concern items such as parking, city entrances, heritage tourism, et cetera
   • secures funding for additional capital requirements; prepares grant applications; oversees implementation steps
     
     
2. Maintenance Services/Sidewalk Pedestrian Services and Information
   • sweep/vacuum sidewalks
   • remove litter and debris
   • provide landscape maintenance
   • prune, fertilize, and provide weed and pest control
   • coordinate replacement of damaged landscaping
   • provide seasonal plantings
   • provide four season plantings/cuttings
   • provide watering and maintenance services
   • provide verbal information to pedestrians
     
     
3. Security Services
   • provide high-visibility foot patrols throughout streets and parking areas using uniformed security personnel
   • establish radio communication with Washington Police Department dispatch center
   • provide crime prevention training to employees
     
     
4. Promotional Services
   • promote positive image of the downtown as the City's center
   • provide special event programming
   • develop promotional brochure
   • promote group advertising
     
     
5. Marketing Services
   • create computerized database with up-to-date information on existing space
   • create computerized database with up-to-date information on all downtown parking spaces to assist new prospects to include parking and its cost into agreements
   • provide hard copy of listings of available space including photographs, maps, floor plans, and financial data including owner and realtor as applicable
   • prospect for new businesses
   • provide visitation program for retention/expansion of existing businesses
   • network for referrals
